Like a chess board, Theo Galavan is placing his pieces exactly where he wants. He has the Penguin in his pocket to use whenever he sees fit. The public opinion of him puts him in position to become the Mayor of Gotham. This episode will finally reveal the real reason he is here in Gotham and it will shake up the city.
Hoping to reach Theo’s humanity and weakness, Penguin offers his assistance without intimidation and dedication and doesn’t need to resort to blackmail. Unfortunately, Theo sees right through him and denies his request to free his mom. When he leaves, Tabitha opens up a large chest that is lying on the floor. Bunderslaw pops out bewildered and confused. Theo uses his blackmailing tactic against Bunderslaw to get as much dirt on the Waynes since he is the expert on digging up secrets on anybody. To make matters worse Theo would need something from him before he leaves, Tabitha takes his eye out for a job that the Penguin is ordered to do.
Back at the GCPD, Gordon, Barnes and his Alpha Strike Force start their raid on Penguin’s cash counting house, roughly two million is in GPD custody now. Gordon suggests that they should roll with it, and raid the MERC (a COSTCO, SAM’S CLUB like warehouse for criminals who buy in bulk). Barnes like that idea. Theo arrives at the precinct to thank Gordon for his heroism and bravery at the Gala the other night. He pretends to be still shaken up about what has happen to him; the attempted assassination, the unnerving ordeal at the fundraiser, and him taking a life (Jerome a.k.a. the Joker) He is hoping that Gordon would have some sage advice as to how to deal with it. Gordon had nothing to give him, but hang in there and the nerves will subside eventually. Theo then asks him if he would be willing to support him as the Mayoral candidate. But Gordon is not willing to do that, not just yet.
Penguin hires the local firebugs, the Pikes brothers, for a job. They must torch a number of Wayne’s office establishments in one night. Unfortunately, their youngest kin gets killed when Gordon and his Alpha Strike raided the MERC. Their so called sister, Bridgit, is forced to work with them, even though she doesn’t like fire. Selina and Butch meet with them, giving them the details as to what building should be torched. Plus the Penguin needs something from one of the Wayne building before it gets burned to the ground. Selina tries to console Bridgit and tells her to just leave the Pike Brothers and find a life for herself. Bridgtet refuses to leave her family, but Selina doesn’t buy it and reminds that they are not her family and owes nothing to them.
The Pike Brothers and sister successfully burn down one of the Wayne’s offices and retrieves a knife locked up in a vault. But Bridgit suffers very bad burns while trying to avoid the explosion. So she decides to protect herself making a flame retardant suit ( HINT HINT!! She is the Firefly that we know and love) Making her the classic villain is definitely a change, but a good change.
When Penguin receives what Theo so desperately wants, he wants to know why. Enters Edwige, a local historian of the old Gotham. She tells Penguin that 200 years ago, five families of wealth and power ruled Gotham: Waynes, Dumas, Elliotts, the Kanes, and the Crownes A scandal broke out between the Wayne’s, and the Dumas. The eldest son of the Dumas, Caleb was framed for sexual assault against one of the Waynes daughter, Celestine and was sent away to Europe for punishment. To add fuel to the fire, the Waynes wanted Caleb to suffer, so they chopped of his hand. They also wanted the Dumas name to be stripped from Gotham records and their financial establishment ruined. The Dumas had to involuntarily change their name from the Dumas to the Galavans for them to start over. The Penguin is overjoyed about this piece of information. He comes up with a plan to rescue his mother and bring down Theo in the process. He orders Butch to be a mole in Theo’s organization and find out where Penguin’s mother is being held and free her. He chops off Butch’s hand to sell a story to Theo that he has turned traitor.
Gordon and Bullock figure out that the Wayne building are being targeted so they stake out the last target. Their hunch pays off when they see the Pike Brothers and Bridgit leave the building. The Pike Brothers ditch Bridgit and fend for herself against the GCPD. Unfortunately, one of the Alpha Strike Force members, Garrett is killed while trying to stop her. Selina is there and saves her from being caught. Barnes hears the news about Garrett and vows to bring down this “Firefly” to justice.
Theo’s primary reason why he is in Gotham is revealed. His ultimate agenda is to bring justice for his family by killing the only living heir to the Wayne Family, Bruce. Gordon is forced to lie in bed with Theo by supporting his run for Mayor, big mistake.
